Put the Electrolyzer next to an MFE or MFSU and it'll take some power to convert Water Cells into Electrolyzed Water Cells. Electrolyzed Water Cells can be used to store power for later usage.
Electrolyzing is 90%-80% efficient (MFSU-MFE), so 10%-20% of the energy is lost during the process.
Electrolyzed Water Cells absorb 20000 EU, but only return 18000 EU (MFSU), or 16000 EU (MFE). When left in the Electrolyzer, adjacent to an empty MFE/MFS, they will discharge into the MFE/MFS, converting them back to Water Cells again.
In other words, the Electrolyzer acts as an additional storage device for your MFE/MFSU that, while slow to charge and discharge, can be disassembled and stored, etc. A full Electrolyzer (64 Electrolyzed Water Cells) stores 1.02-1.15 Million EU (MFE vs MFSU), saving precious diamonds. Up to 5 Electrolyzers can be placed around a single MFE, extending its potential storage capacity 8.5x (after 80% efficiency), without any diamonds. Additional cells can be manually loaded/unloaded, allowing an infinite potential storage capacity if maintained.

- pump in/out on the bottom to modify the right side where electrolyzed cells end up
