This item is bugged. The bug exists in v1.15 and up! The bug is: The quantum boots do not protect against falling damage in extreme cases (such as falling from the top of the map to approximately sea level), though it does still dramatically reduce the damage in those cases
New Item/Block of IndustrialCraft².
The QuantumSuit Boots are a new type of armor introduced in IC². They are extremely powerful, but also extremely expensive, having Iridium Plates as one of their components. Charged Boots allow the user to jump extremely high (up to 9 blocks up) and negate all fall damage completely. Note: Hold ctrl while jumping to activate.

The QuantumSuit Boots, like all other pieces of QuantumSuit, store up to 1 million EU, and can only be recharged in an MFS Unit.
