The Cooling Cell was invented for the new IndustrialCraft²-Nuclear Reactor.
This cell can cool the reactor, absorbing some of the heat from Uranium Cells, while cooling itself down by 1 unit of heat/tick
Created by placing a Water Cell in an Extractor.
