The Scuba Helmet serves two purposes:

It refills your breath bar when it gets to four bubbles. It will also take a Compressed Air Cell from your inventory.
When used in conjunction with the Hazmat Suit, Hazmat Suit Leggings, and Rubber Boots, it provides protection from environmental dangers such as fire, lava, Nuclear Reactors, and other effects.
