Neat little programm to increase the rainfall in an area.
Purely statistical, this will not make the Terraformer to cause actually rain.
Plants in this area will grow better, exspecially Tree's and wheat-farms.
As well, it will easyly turn Sand into fertile Dirt/Grass.
This programm is recommended to be used in Conjunction with a Cultivation one.
