The gain is so low that it's just better to carry a second energy pack than to try to use them to power any sort of pack.
After quantum running for over 20 minutes it will only generate enough power to mine about 10 blocks with a normal drill.
If you want some fancy boots from this mod I would suggest any of the others because the static boots don't even give you armor.
