"Uranium" is the product of mining of Uranium Ore.
When placed in a Nuclear Reactor (in the top slot), it is refined into 4 Uranium Ingots, which can be used as fuel in the Nuclear Reactor.
Refining "Uranium" doesn't require any fuel.
