Items and machines in IndustrialCraft 2 are grouped into tiers based on the maximum EU it can output or recieve per tick (EU/t).

Tier 0

Tier 0 machines run on micro-voltage. The micro voltage level is 0-8 EU. There is no need for voltages this low because the basic machines accept a minimum of 32 EU/t, nor is there a transformer that steps down to this voltage level.

Tier 1 machines run on low voltage, or 9-32 EU. Most basic machines are tier 1.
