MV Transformers are used to limit energy flow to 128 EU/t.
 
A transformer has two modes - step-up and step-down mode. By default, the transformer will operate in step-down mode unless it is receiving a redstone signal. This can be changed in the GUI.
 
In step-down mode, the transformer will accept up to 512 EU/t from the 5-dotted side without exploding, and output 128 EU/t from the 3-dotted sides.
Step-up mode appears to be useless.
