There is no "Voltage" and current energy implementation have nothing with IRL electricity, "voltage" term is totally wrong.
The HV Transformer is used to convert High Voltage (512 EU/t) into Extreme Voltage (2048 EU/t) and back.  The HV Transformer is one step up from the MV Transformer and will take incoming packets EU packets up to 512 in size and convert them into larger packets up to 2048 in size.
Energy transfered like items over pipe network with instant speed and smart pathfinding. (same implementation as RP2 pneumatics but instant)
Theese "items" called packets and have only one parameter - size.
Size measures in Energy Unit per Packet (EU\P).

512<>2048 EU\P HV Transformer allow to stack four 512 packets into single 2048 or break 2048 packet into four 512.
A Redstone signal may be applied to reverse the conversion, thereby emitting 2048 EUP from the output face (the 3-dotted one), and accepting 512 EUP or lower from the input faces.
Transformer have efficiency of 100% (no energy loss) and will pass 2048 EU into 512 wires in form of four 512 packets without burning anything.

Transformer will never IO more then 2048 EU\T, unlike cables that can handle unlimited EU\T.
The HV Transformer can handle a maximum of one conversion per tick, limiting the maximum transfer to 2048 EU/t in either mode.
To overcome this limit you need multiple transformers linked to same cables in parralel.

3-DOT side is 2048 IO
The voltage conversion is lossless which makes choosing the proper wiring for the interfaces easy.  The Extreme Voltage I/O can only be handled by HV Cable.  The High Voltage I/O face is safe to connect to Glass Fibre Cable, Splitter Cable, Detector Cable, and HV Cable only.
Other sides are 512 IO

(IO - Input Output)
Note that since HV Cable suffers from high resistance losses, HV Transformers should be placed to close to whatever is using/producing the Extreme Voltage to minimize this loss.

Default mode is 2048>512*4
Providing redstone current will switch mode to X>2048.

NOTE: internal storage of 2048 allow this one to burn your stuff ever without power source.

A Redstone signal may be applied to reverse the conversion, thereby emitting 2048 EUP from the output face (the 3-dotted one), and accepting 512 EUP or lower from the input faces.

The HV Transformer can handle a maximum of one conversion per tick, limiting the maximum transfer to 2048 EU/t in either mode.

Note that since HV Cable suffers from high resistance losses, HV Transformers should be placed to close to whatever is using/producing the Extreme Voltage to minimize this loss.
