A HV Transformer is used to limit energy flow to 512 EU/t.
 
Transformers have two modes - step-up and step-down. By default, a transformer will operate in step-down mode unless it receives a redstone signal. This can be changed in the GUI.
 
In step-down mode, an HV transformer will accept up to 2048 EU/t to the 5-dot face without exploding, and output 512 EU/t from the 1-dot faces.
Step-up mode appears to be useless.
