Put the Electrolyzer next to an MFE or MFSU and it'll take some power to convert Water Cells into Electrolyzed Water Cells. Electrolyzed Water Cells can be used to store power for later usage.

Electrolyzing is 90% efficient, so 10% of the energy is lost during the process.

Electrolyzed Water Cells absorb 15000 EU, but lose 1500 EU, only storing 13500 EU. When left in the Electrolyzer, adjacent to an empty MFE/MFS, they will discharge into the MFE/MFS, converting them back to Water Cells again.

In other words, the Electrolyzer acts as an additional storage device for your MFE/MFS unit that, while slow to charge and discharge, can be disassembled and stored, etc.
