[[Electrolyzed Water Cell]]s absorb 15000 EU, but lose 1500 EU, only storing 13500 EU. When left in the Electrolyzer, adjacent to an empty MFE/MFS, they will discharge into the MFE/MFS, converting them back to [[Water Cell]]s again.
In other words, the Electrolyzer acts as an additional storage device for your MFE/MFS unit that, while slow to charge and discharge, can be disassembled and stored, etc.
The Electrolyzer GUI is not completed yet, as it looks like a Geothermal Generator. Simply place the [[Water Cell]]s directly to the left of the energy storage display (not in one of the actual input/output slots of the generator GUI, but between them) and as they are removed from the stack and filled with energy, they will be placed in a slot directly to the right of the energy storage display. From there, they may be removed to store for later or left in place to discharge as needed.

Put the Electrolyzer next to an MFE or MFSU and it'll take some power to convert Water Cells into Electrolyzed Water Cells. Electrolyzed Water Cells can be used to store power for later usage.

Electrolyzing is 90% efficient, so 10% of the energy is lost during the process.
